Pakistan Coalition for Free and Fair Democratic Elections (PACFREL) is a broad alliance of Human Rights Commission of Pakistan (HRCP), Ecumenical Advocacy Forum (EAF), South Asia Partnership Pakistan (SAP-PK), Aurat Foundation (AF), Strengthening Participatory Organizations (SPO), SUNGI Development Foundation (SDF), Interactive Resource Centre (IRC) and Pakistan Institute for Labor Education and Research (PILER).

In a workshop organized by PACFREL at Regent Plaza Hotel, Karachi on Friday 30th November 2007, former judges of the apex courts, lawyers, senior politicians of Jamat e Islami, Peoples Party, ANP, Muslim Leage (N), labor leaders, human rights activists and NGO’s representatives from rural Sindh, unanimously adopted following declaration as a pre-requisite of Free and Free Elections:
DECLARATION
PR- REQUISTE FOR HOLDING FREE, FAIR AND IMPARTIAL GENERAL ELECTIONS
We consider that holding free, fair impartial General Elections in Pakistan will not be possible without :-
1. Forthwith reinstatement of the judges of the Superior Court as they were on 2nd of November, 2007.
2. Forthwith withdrawal of Emergency (Martial Law).
3. Forthwith restoration of the Constitution along with all Fundamental Rights, without any unconstitutional amendments.
4. Forthwith restoration of the power of judiciary curtailed under the PCO.
5. Forthwith removal of judges appointed under PCO.
6. Forthwith appointment of truly independent and effective Election Commission with the consensus of major political parties.
7. Forthwith appointment of neutral caretaker governments at the Federal and Provincial levels, with the consensus of major political parties.
8. Forthwith withdrawals of all amendments in PEMRA ordinance as well as withdrawal of the ban and all restrictions on the print and electronic media.
9. Forthwith release Chief Justices, judges of superior courts, lawyers, journalists, human right activists, political leaders, workers, and other civil society activists and withdraw all cases registered against them from 3rd November 2007.
10. Forthwith stop agencies involvement in country’s politics.
11. Forthwith cancel transfers, postings and appointments after 03 November, 2007 and declare null and void.
